是的，一般使館要求，除非在寒暑假期間，因學校放假，無法開具學校證明。可以用復印件代替。除此之外應該正常提供在校證明的，尤其是大學生。如果是和父母一同前往父母給出資的情況下，如果實在沒有在校證明，只能交復印件，這樣遞交試試，但是很可能直接影響簽證結果。建議還是開具學校證明，和復印件一并作為簽證材料遞交穩妥！

非常想要幫助你，但我去查了新加坡外交部官網，新加坡駐美國的領事館相關具體信息，確實有提到需要有新加坡本地擔保人。
具體通過哪個城市的大使館自己親自去申請，還是通過郵寄個人資料的方式申請，就看你自己了。但是所需要的資料都是如下：
1）Completed Form 14A
2）One recent passport-sized colour photograph (to be pasted on the top right-hand corner of Form 14A ) which meets the following requirements:
-Image must be taken within the last 3 months
-Photograph should be in colour, must be taken against a white background with a matt or semi-matt finish
-Image must show the full face and without headgear (headgear worn in accordance with religious or racial customs is acceptable but must not hide the facial features)
3）Please provide a day time contact number, email address and state the type of visa required – single, double or multiple journeys.
4）Original passport and one photocopy of the applicant’s passport bio-data page and the US visa page. Passport must be valid for at least 6 months beyond the last day of intended stay in Singapore.
5）Completed Form V39A (Letter of Introduction for Visa Application)
6）A photocopy of confirmed onward air ticket or flight itinerary. A valid visa to the next destination should be obtained (if applicable). If you are returning to USA after visiting Singapore, please produce a valid US visa or relevant documentary proof confirming your returnability, eg. INS Parole Paper, etc.
7）Letter of Employment and a clear copy of US Resident Alien/PR/Green Card or US visa.
8）If you are applying for a business visa, a Letter of Invitation from a Singapore registered company is required. (Letters of Invitation from US companies are not acceptable.)
9）If you are applying for a social visit visa, a copy of the local contact’s Singapore Identity Card will suffice.
