在古希臘神話里，主持正義和秩序的是規律女神忒彌斯（Themis）。按照《神譜》，她是大神烏拉諾斯（天）和蓋亞（地）的女兒，后來成為奧林匹斯主神宙斯的第二位妻子。后來古羅馬人接受了古希臘的諸神，并混入了羅馬的諸神。在古羅馬帝國時代，又將一些概念擬人化，“創造”出不少神靈，其中就有正義/司法女神朱斯提提亞（Justitia，由法律jus一詞轉變而來），這位女神的造型混合了希臘的忒彌斯、狄刻、阿斯翠亞諸女神的形象，一般都是一手持天平、一手持寶劍，而且都是緊閉雙眼或者是在眼睛上蒙著布條。
